“Development”: Rethinking an Overused Word

“Development” is one of the most overused words in any language, often reflecting progress, aspiration and something that ought to happen. But is there consensus on what development really means? Thirty-eight members of Sustainable Futures in Africa (SFA) discussed this question during an eight-hour bus journey from Entebbe to Lira, Uganda in February 2019. We were in Uganda for the third annual symposium of SFA, an interdisciplinary network across the UK and Africa that aims to build understanding, research, and practice in socio-ecological sustainability in Africa. The word “development” originated in the 16th century from the Old French développer and/or desveloper, meaning “unroll”, “unfold”, “unveil”. It is no longer used in this sense, and it has acquired many definitions in modern usage.

One of the earliest definitions was given in 1978 by the French economist François Perroux. He defined development[1] as “the combination of mental and social changes among the population which decides to increase its real and global products, cumulatively and in a sustainable manner.” In A New Concept of Development (1983), Perroux argued that development “represents a dramatic growth of awareness, a promise, a matter of survival”, and he identified its root as personal development – “the freedom of persons fulfilling their potential in the context of the values to which they subscribe and which they experience in their actions”. His understanding of development places importance on the role of human/cultural values in progress, either economic or otherwise.

The words “growth” and “development” have often been used interchangeably in economic discussion. Some might say that development is positive growth. Members of SFA mentioned “growth”, “growing”, “steady-growth”, “positive”, “positive action”, “positive change”, and “positive transformation” when they discussed the word “development”.

A wider definition related to social, economic and political changes in society was put forth by scholars such as Todarro (1981) and Tayebwa (1992), who discussed development as a multi-dimensional process beyond economic development, economic welfare or material wellbeing that includes improvements in economic, social and political aspects of a whole society, such as its security, culture, social activities and political institutions.

Participation and Equity

This people-centred approach to development has been promoted by many organizations, such as the Food and Agricultural Organization (FAO), where local people participate in their development process. SFA members seem to agree on the participatory and people-centred aspects of “development”. Such keywords emerged as “Community-specific”, “Collaboration”, “Community-owned”, “Teamwork”, “People-driven”, “People-managed”, “Capacity development”, “People-focused”, “Co-developed”, “Participatory”, “People-driven”, “Bottom-up”, “Working together”, “Stakeholder-driven”, “Homegrown” and “Community-driven”. Members felt that development should be “Culturally appropriate”. They also mentioned that “Cultural hegemony” – the dominance of one social group over another – must not be part of development. In the same vein, the words “Equality”, “Equity”, “Common good”, “Diversity” and “Inclusive” were mentioned, implying that development must be just and fair. As well, the politics of a country has profound implications on development and it is important to understand the political drivers behind development. This aspect was evoked by some members who mentioned “Good governance”, “Political will”, “Ownership” and “Government-owned”.

Quality of life and sustainability

Tackling inequity is a development goal on its own and it may ell start with poverty reduction, the focus of most development agencies. Members mentioned “Wellbeing”, “Improve life”, “Needs-based”, “Basic needs”, “Livelihoods enhancement”, “Better way of life”, “Quality of life”, “Improving lifestyles”, “Decent livelihood” and “Empowerment”. To achieve improvements in human well-being, the natural environment is key as it provides the necessary resources. We have realised that development which exploits the environment is wreaking havoc on the planet and we need to find a balance between growth and environmental sustainability. Development must take place alongside caring for the environment and in this light, “Environmentally sustainable”, “Balanced” and “Resource use” were mentioned by members.

 Capacity strengthening and positive change

Innovation, learning and knowledge-sharing are key enablers of development. Members mentioned “Share knowledge”, “Innovation”, “Mindset change”, “Innovative practices” and “Capacity development”. But acquired knowledge and skills are not the only important things; the softer aspects also matter. In Amartya Sen’s highly acclaimed Development as Freedom (1999), he argues that human development is about the expansion of citizens’ capabilities. For Sen, freedom means increasing citizens’ opportunities and access to things they have reason to value. SFA members identified “Freedom”, “Aspired transformation”, “Transformation”, “Positive transformation”, “Self-Actualization”, “Satisfaction”, “Peace” and “Happiness” as aspects of development that they valued, all of which are worthwhile goals for development.

The majority of the definitions of “development” have come from economists and politicians. SFA is a multi-disciplinary network and believes that “development” is a multi-layered word and can mean different things in different contexts. Defining this word using a narrow economic lens or implying that increased consumption equals development has led the world to unsustainable exploitation that threatens the planet itself.

There are numerous definitions of the word “development” and SFA does not aim to add another to the pile. However, we would like to stress that when we use this word, we do not presume that any worldview or culture is superior to another or that all countries should follow a set pattern or have common indicators of “development”. Instead, we like to think that development must be defined by communities themselves, and each country, each community and each person may define it differently. Ultimately, development has to lead to a better outcome for the globe, humans and the environment. It ought to reduce poverty, reduce inequities, be culturally appropriate and community specific, nurture nature, and be owned by and relevant to people and place. Let us rethink the word “development” in order to enhance the well-being, freedom, peace and happiness of each and every one of us and the planet as a whole.

What Does “Sustainability” Mean?

Our network is called “Sustainable Futures in Africa” or SFA. It has members from Botswana, Malawi, Uganda, Nigeria and the United Kingdom representing various disciplines, from educators to artists to administrators to NGO practitioners to scientists from various fields. Our common binding force is that we are critical thinkers who deeply care about research and practice in socio-ecological sustainability in Africa.

This year we held our third annual SFA symposium in Lira, Uganda, in a rural location at a lodge that is completely powered by solar energy and sources locally made food. The idea was to “walk our talk” by trying to make our meetings more “sustainable”. On day one of the symposium, thirty-eight participants (members of SFA) rode in a bus from Entebbe to Lira on an eight-hour journey, which allowed us to engage in what we called “Bus Talks”. During these talks, we explored what the word “sustainability” meant to each of us. This word cloud is a visual representation of the vocabulary used in the discussions.

We believe “sustainability” does not (and should not) have just one rigid definition. Hence, we explored the many definitions of this word, which is often overused loosely as a buzzword. SFA members like to keep a questioning, critical mind, and at the symposium, all members agreed that SFA is not an “echo chamber”. We welcome alternative ideas – in fact we thrive on them. This blog post doesn’t propose a new definition of sustainability, but highlights what SFA members care most about when we talk about this word. As a collective, we are trying to develop a deeper vocabulary, beyond the buzzwords that inevitably become diluted across languages, cultures, disciplines, and sectors.

The most common definition of sustainability is in the document “Our Common Future” by the Brundland Commission in 1987: “Sustainable development is development that meets the needs of the present without compromising the ability of future generations to meet their own needs.” This document provided the ecological definition of sustainability. It also highlighted the fact that resources are finite and need to be preserved for future generations.

The preservation of resources

Some of the key words and phrases suggested by SFA members during the “Bus Talks” that agree with the Brundland Commission’s definition were: “Ability to sustain populations”, “Balance between using and protecting resources”, “Benefit future generations”, “Caring for ecological system”, “Intergenerational”, “Maintain ‘everything’ for future generations”, “Only necessary use of resources”, “Present and Future generations”, “Preservation of resources” and “Resources not depleted for future use”. These words emphasize the meeting of needs, as opposed to wants, and place a clear focus on intergenerational equity.

Enhancing natural systems

In the early 1990s, recognizing that sustainability affects most areas of human activity and is intrinsically complex and multi-disciplinary, scholars began to think about it using the systems approach. This highlights the linkages among population, environment, and development and examines the causes of environmentally unsustainable development. Looking at the world as a socio-ecological system and recognizing its linkages and inter-connections is something that SFA strongly believes in, and thus we promote inter-disciplinary work. During the Bus Talks, the linkages and words that support a systems approach included “Caring for ecological systems”, “Keeping the population at a sustainable level”, “Enhancing natural systems”, “Sustainable food systems” and “Sustainable production”.

Continuity

When discussing the meaning of a word, it would be remiss to not talk about its dictionary definition.  Sustainability’s meaning in the Cambridge Dictionary is the “quality of being able to continue over a period of time” and “the quality of causing little or no damage to the environment and therefore able to continue for a long time”. Statements and key words from SFA members that echo this definition were “Being able to carry something forward”, “Continuity”, “Continuous output”, “Keep something going”, “Self-perpetuating without external intervention”, “Balance between using and protecting resources”, “Preserve resources” and “Preserving and balancing”.

Engaging in meaningful discussions about sustainability during this long bus ride was not only a good use of SFA members’ time, but also helped us find the many meanings of a single word. Other keywords used by members which do not neatly relate to the definitions mentioned above included “Culturally appropriate”, “Community self-sufficiency”, “Diversity”, “Equality”, “Freedom”, “Harmony and balance”, “People in charge of their destinies”, “Happiness”, “Reflection”, “Preserving and balancing”, “Peace” and “Wellbeing”. One member summed it up as “Living in a community in a way that we could live forever”.

All the keywords discussed here could be packaged as synonyms of “sustainability”. But for the SFA, sustainability is not just a concept or a word, and we have come to realize that it is too diverse to define. Perhaps the focus should shift from defining it to living it. Perhaps we need to look at it as a way to be aware and sensitive, to reflect, be critical, encompass wider contexts, and integrate these actions into our work and everything we do. Sustainability, like most complex concepts, is insufficiently represented by a single word, but should prompt us to reflect on what kind of world we want to live in and how can we contribute towards achieving that.

How can we innovate our practices as individuals and collectives that “walk the walk” as well as “talk the talk”?

For our third major SFA symposium, we traveled to Lira in Northern Uganda: members from Nigeria, Malawi, Botswana, Swaziland and Glasgow met in Kampala on February 13, 2019 to begin the 8-hour road journey to the vicinity of the ongoing research projects led by the Ugandan hub. This was to be the first international symposium in collective memory to be held in this small town, we were hosted in a beautiful hall at the Brownstone Country Home, built especially for our event. The venue was an apt choice, echoing our idea of sustainability, as it was completely running on solar power, locally inspired architecture with thatched roofs, did not have any unnecessary frills such as air conditioning and offered locally produced food.

We set out this year to establish strategic planning for the network and expand the scope and nature of our partnerships. Along with the academics, administrators and artists of our network, this year our participants included journalists, business people, and farmers from our various international hubs, along with community members, teachers, and district officials from the nearby Apala subcounty, Alebtong district.

In a recent newspaper report, Stephen Buryani provoked me with the following statement: “This is the paradox of plastic: learning about the scale of the problem moved us to act, but the more we push against it, the more it begins to seem just as boundless and intractable as all the other environmental problems we have failed to solve. And it brings us up against the same obstacles: unregulatable business, the globalised world, and our own unsustainable way of life” (2018, The Guardian). This resonates with me intensely, I replace “plastic” with “socio-ecological sustainability,” and feel this sentiment reflects many moments I have had over the past three years of working with the SFA network.

So, I began the symposium this year by foregrounding my awareness and conflict with the unsustainability of my own way of life. As a founder and co-director of this network, I acknowledge the compromises I make on a daily basis — of the times I reach for the convenience of a plastic packet of processed food or a cheap t-shirt, and of the resources (non-renewable natural resources, carbon emissions, inequitable labour) that were expended for us all to meet in Lira this year.

There is no high ground in this work, no clear “right” and “wrong”, “us” and “them” – and perhaps that is why it is so challenging and has such powerful potential. Unlike conceptions of education (I have knowledges and skills that I can share and teach to others), unlike conceptions of biomedical research (there is a medicine can cure this disease), the issues that we are facing and addressing in our work (all of us in different ways) are issues that we are also simultaneously implicated in creating and sustaining. With the briefest of reflection, I can see that we are part of the problem just as we are committed to being part of the solution.

I ask myself and our network how we enact sustainability and equity in our engagements with one another and our work and initiatives. How can we innovate our practices as individuals and collectives that “walk the walk” as well as “talk the talk”? How many plastic bottles would we get through over the course of our meeting, how many air and road miles would we collectively rack up, and of course, as always, who are the beneficiaries of our work? Our third symposium was exciting! Our hubs are gaining capacity, focus, and confidence; our research is taking root and finding pathways to impact; our vision and planning is finding form; and our motivation and commitment to the work we are forging is as vibrant as ever. The next chapter of the SFA is not certain by any means – but uncertainty in our methods of research, as in our communities of practice is what we need to embrace and improvise with in ethical ways if we are to continue to work with innovation and imagination towards sustainable futures.


Reduce, Reuse, Recycle!

Skills Development for Community Youth

ECOaction has partnered with a local girls school, Nabisunsa Girls School, to motivate youth in the community to reduce, reuse and recycle! Reagan has described how their school grounds have been transformed into a colorful urban garden with greenhouses for growing crops.  It is hoped that the skills that these pupils will gain through this experience will help the youth tackle unemployment.

Dr Grace Lubaale of Kyambogo University spoke to The Daily Monitor, a Ugandan newspaper praising Reagan's community work, outlining that:

“Instead of many educators clinging to old and increasingly ineffective methods of teaching, it is better to use innovative teaching methods. This will help to produce a type of students that think outside the box, who can use what is available to bring about something new,”

“The amount of rubbish we create is constantly increasing because we have no proper disposal policy and if all our students are trained on how to manage this waste, they can extend the knowledge to the bigger communities,” says Reagan Kandole of ECOaction village, Banda.

Reflections from Glasgow

Reflections from Glasgow

I believe it was serendipity that lead me to work at the University of Glasgow this year. Two years ago, an unexpected e-mail from Mia Perry, a lecturer and leader of many projects at the University of Glasgow came into the mailbox of “Abundance” a non-profit organization in Malawi which I co-founded with some friends in 2016. She was searching for organizations working in Malawi and had stumbled across our website. Since then, Abundance became part of the “Sustainable Futures in Africa” network, an inter-disciplinary network of academicians and practitioners in UK and Africa working across disciplines for making research more relevant for the developing world.  Through this network, I got an opportunity to do a secondment at the University of Glasgow for a few months early this year, funded by the Engineering and Physical Sciences Research Council (EPSRC).

The time I spent at Glasgow was filled with interesting meetings at the University. But I also could enjoy some solitude, which gave me a chance to reflect on my experience. During my reflections, I jotted down five things I learnt and I am happily sharing them with you:

  1. The leap of faith

I was fully aware that to some extend I was jumping into the unknown as I agreed to take up the consultancy and residency at Glasgow. I was to connect researchers at Glasgow with organizations and researchers in Africa and also shape their research to be more development oriented and appropriate for the developing country context. While I had worked in Africa for over 17 years, I had not done this kind of consultancy before. However, when I looked within, I had faith and the work “felt right”. I became conscious that this is the work I love and am passionate about, so saying “yes” was easy. Furthermore, the opportunity came through Mia, whom I trust. The work went smoothly, particularly because I was working with a fantastic colleague Lynn McCorriston who went out of her way to ensure that the work and meetings went smoothly and that my stay was super comfortable. I feel satisfied that I made a contribution and I learnt that it’s okay to take the leap of faith.

  1. The power of networks

The networks I have made in my professional and personal life have always supported me over the years. Because I spend so much time in my work, I find that my professional colleagues become my good friends and mentors. The LEAD Network is one such network where I have mentors and friends in Malawi and around the world. Indeed, during the consultancy, I linked the University of Glasgow with former colleagues, organizations such as LEAD Southern and Eastern Africa as well as members of the LEAD Fellows network, who, as a result, would be undertaking collaborative projects with the University of Glasgow in the near future. In some of the projects, I am involved too, hence I would get a chance to work with people I love, what an amazing blessing from networking!

  1. Making most of the circumstances

The period I was resident at Glasgow, I witnessed a once in 33 years snow storm called “The Beast from the East”. Some reports said it was the coldest month of March in 100 years in the UK. I had hoped to see some snow, but being snowed in for three days was not exactly what I wished for. It would have been easy to brood and indulge in some self-pity or cabin fever, especially for someone like me who is used to the moderate and sunny weather of southern Africa. But, I decided to embrace the situation and following the hourly weather updates, I took a chance to step out when it was safe and soak in the beauty of the snowy cityscape. As a result, I got some stunning photographs and videos. Lynn and I braved the cold and visited the People’s Museum and Botanical Garden, which was just spectacular surrounded by snow all around.

  1. Change work routines

At Glasgow, I got a new routine of walking about 40 minutes to work every day, which I thoroughly enjoyed. Leaving a bit early from my apartment to explore a new route every day, I got a chance to appreciate the architecture and the many historical buildings in Glasgow. I also enjoyed people watching at Kelvingrove Park which was en-route to work. The cute dogs are taken on walks by their owners, the students cycling, school children rushing to school, elderly taking strolls and, the statues and fountains made this a wonderful morning routine to cherish. The University of Glasgow staff were extremely friendly and helpful. As the campus is big and many departments were spread out and a bit distant from each other, we held meetings at café’s which were located conveniently for colleagues. I felt we got a lot of creative ideas and discussion flowing more freely when we stepped out of the office for a bit and enjoyed a coffee and a light meal, surrounded by cutesy artsy café décor. I enjoyed the chats over coffee and meals about research projects, art, politics and philosophy with many colleagues including Lynn McCorriston, Mia Perry and Carlos Galan-Diaz.

  1. The power of technology

Not to sound like a gushing fan of technology, I do have to say that it touches my life on a daily basis. I walked to work every day guided by Google Map’s navigation lady’s voice. Through Facebook, I connected with a Glaswegian friend and attended her birthday party. I also connected with a classmate of mine after 20 years through facebook and booked my bus tickets online to spend a weekend with his family at Aberdeen. For travelling within the city, I used Uber and an app that allowed me to buy bus tickets online. Most of my meetings with people outside the UK was through skype or Zoom or Go-To-Meeting. During the snow storm, we continued to work and had skype meetings. I don’t know what I would have done without my daily evening video chats with my family through whatsapp. Not to mention the many minutes I save every day from doing simple things like checking in online for flights, or ordering gifts online and planning my day according to the weather forecast. As much as technology has its problems, I realised that we can’t do without it and it makes our lives so much easier.

The beautiful city of Glasgow, its museums, café’s, friendly and humorous people and the rich intellectual atmosphere at the University of Glasgow was an inspiring experience for me. Through this serendipitous connection with the University, I have made new friends, new connections and become part of new and exciting collaborative projects. There is an old African saying, “If you want to go fast, go alone. If you want to go far, go together”. I thank the University of Glasgow (Lynn, Mia and Molly in particular) for this walk together and making me feel part of a bigger team and a greater vision. Looking forward to the journey ahead!


Aid is all very well but fair exchange and self awareness may matter more

If you have £10 in your pocket and you want to do some good for the world, what is the best way to spend the money? Is it more helpful to donate to an international charity, or pay steep prices for local produce over cheaper, often more accessible products, that have been imported from Africa?

I ask myself this question frequently. My work takes me to places far removed from my home to ‘help,’ to ‘develop,’ to ‘solve problems.’ What makes me think that my good 
intentions, my money, my version of developed/sustainable/happy have any relevance to communities in Malawi or Uganda? How can I make choices at home that create a positive impact?

In the name of “development” and “aid” billions of pounds have been spent from the Global North on challenges materialising in the Global South: from poverty to environmental protection, from gender equality to health. Countless academics, development workers, and administrators have focused on innovation, intervention, programmes and practices on supporting development in the “developing world”.

The Sustainable Futures in Africa Network (www.sustainablefuturesinafrica.com), a consortium I lead, 
is a collective of researchers, educators, development workers, and communities that spans the UK (primarily the University of Glasgow) and countries across Africa (Malawi, Uganda, Botswana, and Nigeria in particular).

We work across diverse areas of expertise, sectors, and geographies to address the social, cultural, and ecological aspects of sustainable development. Together, we focus on questions about how to rethink the development research status quo for more positive future outcomes.

The flow of aid money and resources, coupled with increasing global morality and mobility is broadening pipelines between the Global North and South, yet there is an unsettling current to development trends.

In reality, the Global North (albeit an ever-decreasing section of the Global North) becomes ever more powerful and prosperous, and more resilient to climate change; while the Global South addresses an ever-decreasing area of fertile land, a growing population of people living in poverty, and an increasing threat of food security. For all of our good intentions and promises of funding and expertise, global inequalities and development challenges persist – in many areas increase.

The Sustainable Futures in Africa Network has grown out of questioning this type of development and development-related research.

The Sustainable Futures in Africa Network has grown out of questioning this type of development and development-related research. We are convinced that there are fundamental oversights in the practices, processes and natures of collaborations.

Unless we make decisive changes to the ways we collaborate, across the vastly different settings of our homes, cultures, and disciplines then substantial resources will continue to be spent at a rapid pace; but the trajectory of change and development in the world will remain consistent with that of the past 50 years. The north gets richer, the south gets poorer. Why would we expect anything different if we continue as normal?

Global challenges relating to poverty and environmental sustainability in the Global South require engagement with multiple disciplines, knowledge, and stakeholders.

The challenge goes beyond working across science, society, and culture. It encompasses working across very different perspectives and lived experiences.

We cannot genuinely support positive change or sustainability without ways to communicate and collaborate across these differences. As we do so, we find that no one alone has the solution, no one knows ‘best,’ but together we discover directions and possibilities that make sense (and often surprise) all involved.

As I give, donate, or purchase to 
create positive change, I am 
making a difference to others and also to myself. I am accountable for the giving, but also for the impact of the giving. I am mindful of the consequences of my donation or contribution; conscious that I do not want to contribute to the same systems of global inequality that I am trying to alleviate.

So, I choose to spend my £10... in exchange for a product or cause that I am engaged with and understand. This might look like a fair-trade purchase from a market in my neighbourhood instead of a cheaper 
version at the large chain supermarket, or choosing to purchase a locally produced or second-hand shirt rather than the cheaper new one from a brand-name company who source labour and materials from resource-poor countries such as Bangladesh. Positive influence in the world must be based on fair exchange and self-awareness, not simply good intention or aid.

After Lagos: Reflections and New Horizons in the SFA

The line between the personal and the professional is one that is more defined for some than others - what we feel versus what we think, what we love versus what we do. The line between the past and future is also held (in the present moment) differently from person to person. For some, the present is contingent on the past, seen through the eyes of, and felt through the experiences of, the past. For others, the present is made up of what is seen around you now; and is a stance that is looking towards the future, able to see it best if looking directly at it, with one’s back to the past. As I reflect on my work in international contexts, with development and sustainability related projects and partners, and in particular with my colleagues across the Sustainable Futures in Africa Network over the past weeks and years, I realise that those lines between personal and professional, and between past and future, become ever harder to make out, ever more slippery. My personal, my history and inheritance, my instincts and emotions, my profession and my expertise seem entirely entangled. It is with this recognition that I share the following statement, taken in part from an opening address to our recent symposium, and in part from a period of reflection in the immediate aftermath.

Telling Stories about Community Development; Why “Abundance” takes an integrated development approach

“A world of abundance, where there is plenty for humans and where nature is thriving”, is the vision of our non-profit organization in Malawi called “Abundance”. We have often been critiqued to be an organization that is focusing on too many things. “So, what is your area of focus?”, “Aren’t you doing too many different things, could you not narrow your projects down to one or two?” These are some of the questions people often ask us. To answer them, I tell stories; real life stories about people I have met while working in Malawi, one of the poorest countries in our world. These are the people who inspired Abundance, to take an integrated approach to development.

Supporting community participation is key

We were working on a climate change adaptation project in Lake Chilwa Basin in southern Malawi. It is a lake basin with 1.5 million people, predominantly subsistence rural communities with natural resource dependent livelihoods. We were confident in our thinking that we were providing ideal interventions for climate change adaptation to communities in the Lake Chilwa Basin. Feeling quite satisfied in the knowledge that we knew exactly what the communities needed to adapt, we brought forth interventions such as solar fish dryers, fuel efficient stoves and efficient fish smoking kilns; we promoted conservation agriculture, we provided trainings on climate change and with the communities we planted,  lots and lots of trees.  But when we went to the villages, we realised that women’s participation was not as good as it should be and that men had other challenges they wanted to share with us. Men came to us with their two main concerns, cholera and bilharzia (a debilitating disease caused by parasitic flatworms called schistosomes affecting the urinary tract) and asked us if we could do something about that. Women said that poor access to family planning and reproductive health services were the challenges they faced. The reasons for their reduced participation was now clear. How could men attend meetings when disease burden was so high? How could women participate actively when they had so many children or so many sick people to care for?

Why interconnectedness matters

Faced with the dilemma of how to address the health and family planning needs of communities through a climate change adaptation project with a specific livelihoods and environment focus, we realised that the way forward was to use an integrated approach. We could no longer take a sectoral approach, because communities did not live their lives in compartments. They lived integrated lives with needs that were interconnected. If we wanted to help them adapt, then we had to understand and work with interconnectedness. These often cuts across sectors and does not fall under a narrow themes of livelihoods or environment.  We had to open our eyes to these new perspectives.

In order to address the cholera and bilharzia challenges, we environmentalists were required to learn about disease and parasitology. We learnt that the challenge of bilharzia was partly created by well-intentioned irrigation coverage expansion. This was a method intended to help communities improve agriculture and adapt better. But in areas where bilharzia is endemic, increasing irrigation coverage allow snails which host the bilharzia causing parasite to spread to such waters, thus spreading bilharzia in to areas where previously it was not prevalent. In such a situation, environment, irrigation and health are intertwined. Without integrated planning there is risk of creating negative impacts through well-intentioned projects. We collaborated with health institutions and undertook research. We found prevalence of bilharzia was indeed high – up to 49% in some areas. The publication of the research was shocking to many and since then, a lot of attention shifted to the neglected disease of bilharzia, and help poured in.

It’s nice when people think you’re an expert

While doing research on bilharzia, as environmentalists, the first hurdle we had to overcome was that of our own ignorance, or lack of interest to work on a field that we knew nothing about. Mostly it was the fear of appearing ignorant, after all don’t we all like being the “experts”? We as environmentalists had to learn about health, about parasitology and diseases. Going beyond our comfort zone was a humbling experience and finally, in the end, as thousands of people got treated for Bilharzia, it was satisfying to see community needs met, exactly the way they should be met.

Global Challenges: from poverty, to environmental protection, from gender equality to health

In the name of “development,” in the name of “aid,” in the name of “international research and innovation,” billions of pounds and dollars have been spent from the Global North on challenges materialising in the Global South: from poverty, to environmental protection, from gender equality to health. Countless academics and administrators have focused innovation, invention, programmes, and practices on supporting development in the “developing world.” I question how much longer we might fund and focus resource and expertise from the global north to help to “fix” the problems of the Global South.

This flow of aid money, resources, and increasing global morality and mobility is building ever broader pipelines between the Global North and South, and yet there seems to be a terribly unsettling consistent characteristic of this development (of this globality). The reality is that the Global North (and to be fair an ever-decreasing section of the Global North) becomes ever more powerful and prosperous, ever more resilient to climate change; and the Global South addresses an ever-decreasing area of fertile land, an ever-growing population of people living in poverty, and an ever-increasing threat of food security. For all of our good intention, and all of the promises of funding and expertise, our “global challenges” persist and increase.

Something surely is going wrong. Something fundamental is missing. And it is not good intention that’s missing, it is not intelligence, and it is not funding resources. Last year, the UK Government committed 1.5 billion pounds to research into Global Challenges. Much of this money has been taken directly from budget previously held by the Department for International Development. The investment has moved from resourcing initiatives on the ground through charities and regional projects in Development Assistant Category (DAC) Countries to resourcing research into challenges in these same places. To spend this money, many clever, ambitious, and well-intentioned academics will design, propose, and articulate research and innovation that promises to make the world a better place. Many of them will do this from their office or with a group of colleagues in and around their office. Some of them will travel and have conversations with partners “in-country” – all of them will be racing to prove their capacity to spend this money wisely and productively. It is this same Global Challenge Fund that motivated me and resourced me to facilitate and report on the first meeting of the Sustainable Futures in Africa Network.

I proceed with a determination: That this network, that this recipient project of UK Research Council funding, works differently, and works with difference.
